For over seven decades, Pakistan's economy has been shaped by elite interests, concentration of wealth, and a disregard for diverse opportunities. Awaam Pakistan envisions a transformative economic agenda. By empowering individuals through diverse opportunities, supporting entrepreneurship, reforming taxation, and ensuring responsible governance, the goal is to create a bottom-up economy that rewards effort and innovation rather than connections. Through fair resource allocation, strategic privatization, and comprehensive land and poverty reforms, we seek to unlock Pakistan's immense human and natural potential—building an economy that is stronger, sustainable, and reflective of the aspirations of every citizen.

1. Economic Empowerment and Inclusive Growth

Small and medium enterprises (SMEs) contribute 40% to Pakistan's GDP and employ 80% of the non-agricultural workforce. To unlock their full potential, Awaam Pakistan will expand SME Support Zones and establish a National Entrepreneurship Fund providing microloans, mentorship, and digital tools. With 64% of the population under 30, we will promote youth entrepreneurship through training and tech incubators, while empowering women-led enterprises, enforcing property and inheritance rights, and incentivizing formal employment to drive inclusive, equitable, and sustainable economic growth.

2. Fair and Responsible Resource Allocation

National prosperity depends on equitable resource distribution across all levels of government. Awaam Pakistan will strengthen the National Finance Commission (NFC) Award by linking transfers to provincial and local performance. Social investment will be central to our agenda, with targets to allocate 4% of GDP to education and 3% to healthcare within five years. As Pakistan's population is projected to surpass 260 million by 2030, we will integrate population planning into primary healthcare to ensure universal access to modern family planning and sustainable human development.

3. Privatization and Fiscal Responsibility

Awaam Pakistan envisions a streamlined, efficient, and accountable state focused on regulation—not commercial competition. With over 200 state-owned enterprises (SOEs) costing taxpayers more than Rs 700 billion annually, we will pursue transparent privatization of non-strategic SOEs through open bidding and strict oversight to protect workers and prevent corruption. Fiscal discipline will be strengthened under a renewed Fiscal Responsibility and Debt Limitation Act, capping public debt below 60% of GDP. All major expenditures will undergo independent audits, with results published online to ensure transparency and public accountability.

4. Progressive and Equitable Taxation

In Pakistan, only 1.5% of citizens (3.5 million people) file taxes. Awaam Pakistan will introduce a digital, CNIC-linked tax filing system to ensure equitable contributions across income levels. Progressive taxation will increase direct taxes on wealth, real estate, and luxury spending, while reducing indirect taxes that burden low-income groups. Annual Tax Justice Reports will enhance transparency by recognizing top taxpayers and clearly showing how tax revenues are used to fund public welfare and development.

5. Trade, Investment, and Sector Development

Awaam Pakistan will make Pakistan "open for business" by boosting exports, attracting investment, and developing a skilled workforce. We aim to double exports from $30 billion to $60 billion within a decade by diversifying beyond textiles into IT, agro-processing, and manufacturing. Ease of doing business will improve through One-Window Investor Facilitation Centers and simplified regulations. Sectoral priorities include promoting eco and heritage tourism to attract 10 million visitors by 2030, advancing value-added agricultural exports, and establishing Special Economic Zones (SEZs) along transport corridors to draw foreign and regional investment.

6. Land and Poverty Reforms

Land reform is key to social justice and shared prosperity. Awaam Pakistan will empower rural communities through fair land redistribution, granting ownership and cultivation rights to landless farmers and smallholders. Agricultural modernization will be advanced through solar irrigation, precision farming, and digital access to market data to ensure fair pricing. Food security will be strengthened by supporting local seed production and water-efficient crops, while rural development programs will integrate microfinance, women's cooperatives, and infrastructure projects to create resilient, self-sustaining communities.
